Pakistan’s Human Rights Commission accuses Punjab province’s CCD of fake encounters

The Human Rights Commission of Pakistan has raised serious concerns regarding the Counter Terrorism Department (CCD) of Punjab province, accusing it of conducting numerous extrajudicial killings, often referred to as 'fake encounters.' According to a report based on media coverage and legal documents, the Commission identified 670 instances of CCD-related encounters from January to August 2025, resulting in the deaths of 924 individuals labeled as suspects. In stark contrast, only two law enforcement officers reportedly lost their lives during these operations. The Commission's findings highlight a troubling trend in law enforcement practices in Punjab, suggesting a pattern of excessive use of force and a lack of accountability. This issue has raised alarms among human rights advocates and calls for reform within the police force and judiciary to address these alleged violations. The ongoing scrutiny and public discourse surrounding these encounters reflect the broader challenges facing human rights in Pakistan, particularly in regions grappling with security threats and counter-terrorism measures.
